Statutory Bodies
- Scottish Government
is responsible for national policy on flood prevention and flood warning; The Town and Country Planning System, national planning policy and advice on flooding, and planning applications where flooding is an issue which come before the Scottish Ministers.
- Scottish Environment Protection Agency
is responsible for the operation of flood warning schemes in partnership with local authorities, including operation of ‘Floodline’. SEPA also provides advice to local authorities on flood risk for planning purposes and flood prevention and information in response to public queries on flood risk areas and properties.

- Scottish Water
is responsible for the management of the discharge of surface water that enters their drainage systems.

- SCOTS Group (Society of Chief Officers of Transportation in Scotland)
The SCOTS Group comprises representatives from the roads and transportation divisions of each Scottish local authority. The aim of "SCOTS" is to be in a position to give policy advice on a national basis and to act as a forum for professional advice and interchange of information on all policy matters affecting transportation in the widest sense; including roads, trafic management, road safety, lighting, public transport and issues related to land use, development and the physical environment which includes flooding.
- Forest Research
Forest Research are the research agency of the Forestry Commission. Their Forestry Hydrology Research Programme aims to improve our understanding of the effects of forests on water to ensure that future benefits can be secured and any negative effects minimised.

secures the conservation and enhancement of Scotland's unique and precious natural heritage - the wildlife, the habitats and the landscapes which have evolved in Scotland through the long partnership between people and nature.

- Scottish Flood Forum
The Scottish Flood Forum, funded by the Scottish Goverment and working in partnership with SEPA, is a community based Scottish organisation established to support and represent those who are affected by or are at risk of flooding. Their support involves establishing Community Flood groups and providing flood information, awareness, education and training to all parts of the private, voluntary and statutory sector to reduce the risk of, and to assist in the recovery of flooding.

The Flooding Bill Advisory Group is an informal forum composed of invited members. The aims of the Group (and its sub-groups) are:
- To help and advise the Scottish Government on flood risk management issues at a strategic level.
- To assist with the development of the Flooding Bill.
- To offer advice on the transposition of the EC Directive on the Assessment and Management of Flood Risks.
The Group will continue to advise and assist the Government with any supplementary legislation and with the development of technical and operational guidance
The Scottish Hydrological Group is the principal forum for hydrologists living and working in Scotland. We organise technical meetings and other events for the Scottish hydrology community, and aim to encourage communication among our membership.

- Rivers Agency in Northern Ireland
The Rivers Agency is an Executive Agency within the Department of Agriculture and Rural Development (DARD). It is the statutory drainage and flood defence authority for Northern Ireland. The Agency aims to improve social conditions and to support economic development in Northern Ireland through reducing risk to life and damage to property from flooding from rivers and the sea and preserving the productive potential of agricultural land.
- Department for Environment, Food and Rural Affairs (Defra)
Defra has overall policy responsibility for flood and coastal erosion risk in England. Defra funds most of the Environment Agency's flood management activities in England and provides grant aid on a project by project basis to the other flood and coastal defence operating authorities (local authorities and internal drainage boards) to support their investment in improvement projects to manage flood and coastal erosion risk.
- Environment Agency (EA)
The Environment Agency for England and Wales has an important role in warning people about the risk of flooding, and in reducing the likelihood of flooding from rivers and the sea.
- Joint Defra/EA Flood and coastal erosion risk management research & development programme
Defra and the Environment Agency (EA) sponsor strategic research into flood management as part of a user-oriented Joint Programme of Flood and Coastal Erosion Risk Management.
- Flood risk management research consortium
The research consortium aims to combine the strengths of blue skies and targeted end-user research in delivering outputs which will result in a reduction of flood risk in the UK.
- CRUE ERA-NET
The CRUE network is funded by the European Union and has been set up to consolidate existing European flood research programmes, promote best practice and identify gaps and opportunities for collaboration on future programme content.
- UK Water Industry Research (UKWIR)
Facilitates collaborative research (including flood risk management) for UK water operators.
